The use of force by government "Democide"

Police officers have clubs, guns, tear gas and tasers. They use torture, military force including bombs, heavy artillary, missiles, and armed unmanned drones and other terrible weapons to enforce their will.
Naturally we need rule of law, the criminal element is a real threat.
All this to say that we humans infest this planet with our own brutality. Sweetness and light seems to stop sharply outside the doors of the opera theaters and play houses.
Doctor Jonas Salk, the discoverer of the Polio Vaccine likened human beings to an infestation. We will choke ourselves with our pollution, malfeasance, and warring ways unless we learn to solve our problems without the use of force.  Humans need to find a way to work collectively across class, race, religious, neighborhood, state and world borders.
See below the police response to miners striking in South Africa. Does anybody else see a problem with this?  Each body represents a broken family, broken life and broken system.
