Billions would already spent to build the dam (s) and then there is a dam safety certificate is issued, before the water is backed up behind the dam. It would be preferable to do a preliminary study and a "temporary" dam safety certificate issued before the billions are spent, by just reviewing the Proponents complete construction documents.
