The Kipawa river had a navigable sluiceway on it. You could paddle from Kipawa Lake to Lake Temiskaming if you dared. It was a traditional right.
But then the dam refurbishment threatened to take away that wonderful sluice that was the kickoff to the Kipawa River Festival.
Les amis de la riviere Kipawa took the government to court. At first the justice department said that navigating the dam was illegal, but we showed them it was legal and that the dam itself was illegal. Then they said it wasn't safe. But we had over 40 years of history behind us showing that the dam was in fact safe.
Finally they said that running the world class sluice was not significant.
Then they changed the law.
